The Bill has been tabled in the National Assembly and proposes to shield the military from any form of civilian oversight, including financial accountability, except in deployment to operations.

Why not just make it official? would appear to be the logic.
The CS will not be reporting to Parliament or the President according to this proposal. Is Omamo on her way out?
It also seeks to do away with the requirement for the Defence CS to report to the President and Parliament, as well as the military’s compliance with policies and directions that have been passed by the House.

This appears to be "necessary" for at least three reasons:
* As part of Anglo Leasing, the military overpaid (and then overpaid some more) for stuff that was outright junk. The NSIS did the same, but then went beyond that and paid big bucks for plain hot air. Then came some civilian who, insensitive to the importance of secrecy in such matters told all.
* Some civilians have been poking their noses into "secret" and "sensitive" military matters and suggesting that KDF should get out of the sugar and charcoal business and stick to fighting, protecting borders, etc.
* The USA has just announced that it will almost double what it is giving Kenya in The War on Terror. It would clearly be unhelpful to have people asking how the money gets spent; soldiers too need to eat some chicken.
Overall, an interesting approach: KDF will go to the legislature and say "we must have so much money; but, please, don't ask what we plan to do with it or what we did with the last bunch you gave us; super-sensitive, hyper-secret ..."

I don't believe in coincidences, USA might be behind this push for secrecy

Soldiers are not trained in law enforcement, so this bill should be shelved. Chile went this path during Pinochet's rule and thousands went missing. Problem with Kenyans is they have too much trust in govt. until they are negatively affected. The military itself should be against this.

One does not have to believe in them, but coincidences do happen. Really. That's exactly why they are called coincidences.
But if I may ask: why, in your opinion, would the USA be behind such backwardness?

The reason Moi and Kifacki was strongly opposed to a weakened presidency was because they would 'lose' some powers. These suckaz supporting the bill forget they won't be in power forever
