That is the right analogy. Those alshabaab have nothing to lose. And the reservoir of young somalis and non-somali deluded muslims joining jihad is not about to dry soon. As long as Alshaabab can hit kenya at least one every month...they are winning. US drones take out one leader..another is selected the next minute.

In my opinion the security apparatus tackle security issues the old way. If am Alkabs I can be stopped in Narok and they won't know I am the man because they don't have a central source of info to check on who I am. There is no 999 system to report a crime. Such is the basic tool that Moi did not care to fund so it disappeared.
