The president must not have the monopoly of force.The recruitment and management must be devolved to the ward level whereby the local village officers are well known.Military must also be devolved by ensuring people are recruited through a quota system equitably from all the counties.
That means,If the opposition has 20 governors with an annual budget of 200BN,They also have a war chest of weapons equal to rival a sitting president to ensure that he plays by the rules and nobody threatens the other.
You cannot negotiate with a man with weapons.

Yes here cops report to the Mayor or the Sheriff.
By CoK2010 cops were meant to be independent but in Jubilee 1.0 the Police Act was revised to let PORK appoint the IG.
So their operational independence was compromised.
Cops are a tough one.
Crazy Trump has deployed ICE and the army in Minneapolis, etc.
Cops are just watching helplessly as ICE arrests immigrants with army protection.
Democracy is a gentleman's agreement.
It is very hard to control a rogue president.

Before 2013,The president would threaten leaders and their communities with money.Now we have every MP has a budget of over 50MN and Governor 8BN+.We no longer rely on the president for money and jobs.
Now we need to DEVOLVE WEAPONS.80% of the police officers must be from the village posted.Counties should also be the one incharge of army recruitment and should send the recruits to the national army on a quota basis.
The council of governors should also be the one to appoint the head of police and military....and even president in future.
If i was a presidential candidate with a significant support,Thats what i would ask for in a coalition.
Without money and weapons,One man is always inferior.

Devolving the police force is a must. Kenyan leaders took over the colonial police force and never changed anything. Today the training and deployment of the police is still like a colonial force.
We have discussed this topic before on this forum. Devolving the police would also solve the housing problem that currently emmerges once a police officer from Wajir is sent to Kajiado. Only the top notch police officers should be allowed to work countrywide.
