Beacuse he cannot think longterm . The only time he apperered to be winning is in height of his 50s Moi Coperation Kibaki tosha and 2005 referendumn . In all cases he sold his reform ideolgies to work with non reformers and prevailed . He thinks working with Govt of the day is the best way
