The amount of waste is staggering. Why not cut spending??

The guys who forward these budget votes in the ministries, departments, parastatals, commissions are the real state capturers and will never cut their spending.

It is a culture passed over decades from colonial times, some retire some like Kinyua are still around. New ones just find the template and use excel to increase the amounts by a certain percentage every year.

Everyone in the eating train is taken care to ensure they do not make transformative decisions/action without hurting themselves and friends.

EASY. Cut 30% going to each dept to start and they will do the same downstream.
