You must be very young otherwise there is nothing of historical significance to the formation of Jubilee party...Jubilee was already a de facto alliance that passed for a party..according to our laws. What they've done is to make it the tight coupling legal. The same thing with someone who has cohabited with a wife  for many years and then decide to make it official.
