The projects that move are where the kickbacks are huge or where government officials are benefitting. Travel allowances are being overshot by billions but projects like the dams, North Collector Tunnels which will help millions, those ones are stalled.

Kenya's cancer dating back 1970s. 70%+ of the funds for the project has been dispursed, yet project is 30%- complete. That 40%+ discrepancy/hole is constant whether you are building choo with your local kinyara neighbood fundi, or government building multi billion project. I bet 40%+ disapeared during SGR in the same manner.
