Yes it crazy to have such huge budget for such a small force.

I thought Ruto would slash it down to 20B?

That is a cash cow for the persons running the organisation and SH officials. The budget cannot be scrutinised by the Auditor General. Noone has a clue what NIS does with the cash. No wonder the heads of NIS later turnout to be billionaires. See the likes of Kinoti and even the competent Wilson Boinett.
