They are key cogs..the strategist of all the cattle theft..the real brains..not the politicians. Raiders just like warriors listen to their advise and must seek their blessings.They get largest share of the loot.In turn they invest in elaborate spying and intelligence on enemy or target..finally authorising raids when they sure of success..further reinforcing their aura.Koitalel was one such exceptional military strategist..Brits had no chance until they killed him
. In kipsigis cattle rustling reduced tremendously when all laibons were moved to lake Victoria Island. They are powerful in kalenjin society because they are also feared for they can kill or make you mad so no political player can go hard on them.In pokot they responsible for all raids.They spend all their time strategizing for raids because they great beneficiaries..all stolen cows are driven to them..they pick the best..leave the rest for raiders.They idle all day prophesying,thinking, spying and strategizing with clients...most raiders approach them..they advise them on logistics needed..when and how to strike.If they make too many mistakes and raiders get killed..they can also get killed so they are very meticulous with men and women spies..and will not aithorize any stupid raid.

all this years and they have never embeded someone so as to get the full info on what really goes on????
Arresting random people is useless.
This is mafia and the only way to deal with it is create distrust among members

It hard because laibons are hereditary.

2.7. Diviners (Orkoiyot pl. Orkoik) This  is  an office  that came  to  the  Nandi and  Kipsigis  from their  Maasai  neigbours.  The  Maasai equivalent  of  Orkoiyot  is  Laibon. Kalenjin  generally  abhorred  and respected  the Orkoik  at  equal measure.  They  all  came  from the  Talai  clan  and  were believed  to possess hereditary powers of divination and witchcraft. It is for this reason that Orkoik were isolated from the community and weren’t allowed to sit in any council.  They came in handy during initiation ceremonies and during planning for war and raids.  At the close of the 19th century, the Orkoiyot  office almost took an executive role when Kimnyolei’s sons Kipchomber and  Koitalel  led  the Kipsigis and  the  Nandi  respectively  to  resist  colonial  rule  (Anderson,  1993).  Koitalel  Arap  Samoei  was  eventually  killed  by  Richard Meinertzhagen (Ronoh, 2000). When  the  British  imperialists  came  into  contact  with  the  Kalenjin,  they  mistakenly  took  the  office  of  the  Orkoiyot,to  represent supreme authority  in  the land.  In  their  quest to  impose  indirect  rule,  they  appointed  members  of  Orkoik family  to  be chiefs  of  their region. When approached by the British about the new leadership structure, the Kalenjin quickly accepted it since they were not quite sure of  what the white man wanted  to do with these  individuals.  They  were willing to donate the  least useful members of the  society and Orkoik fitted the bill (Komma, 1992). Conflicts between the Orkoik and the community, especially on the Kipsigis side, finally led to collapse of indirect rule. The British had to choose other individuals.   

Kalenjin community considered all men  equal and only appointed individuals to office on ad-hoc  basis.

These offices included those of ritual  leaders,  medicine  men, elders  of war  and circumcision  leaders  (Komma,  1992).  Once  the activity  attached  to  the  office  is done, the offices were disbanded and members went back to their trades for the rest of the year.

Pkosing has said they have to do what Uganda did and it'll take about 15 years (put army base camps in that area for every 5 kilometers and be prepared to stay put for 15 years

I agree. Army has to stay there permanently.

Looks like they'll be more violence because Pkosing said 2000 animals were stolen from the pokots by the turkana and he basically hinted that if they are not returned, they will be trouble.

The operations must extend to all tribes. It must be done until whole of northern kenya is free of small arms.
Looks like they'll be more violence because Pkosing said 2000 animals were stolen from the pokots by the turkana and he basically hinted that if they are not returned, they will be trouble.
