Gachagua's suggestion to counties nad PA that only a few bars should be licensed to operate as bars and restaurants/24 hours need to be interrogated to ensure it does not turn to an extortion ring for police.

Nobody is bold to address the extortion by police on small businesses.

Yes - and bars are not the problem - illegal dens selling homemade liquor is where action is - beer is already too expensive in kenya - it a deterrent enough.
