President William Ruto has given the County Policing Authority, established under Section 41 of the National Police Service Act, a new lease of life by directing Interior Cabinet Secretary Kithure Kindiki to fully operationalise the body.

The authority, which should incorporate members of the county government, security bodies, and the citizens in security management at the county level, has been plagued by disruptions and delays since its gazettement in 2015.

In a statement made during the 49th passing out parade of the General Service Unit in Embakasi, President Ruto emphasized the importance of community involvement in policing to ensure more safety and better police-community relations.

“We shall operationalise the County Policing Authority for county governments to join the national government in dealing with security matters in each county,” said Ruto.

The composition of the County Policing Authority includes the County Governor as Chairperson, a representative of the National Intelligence Service, county representatives appointed by the Inspector-General, two elected members nominated by the County Assembly, the chairperson of the County Security Committee, and at least six other members appointed by the Governor.

These non-state members should come from the business sector, community-based organizations, women, persons with special needs, religious organizations, and the youth.

The County Public Service Board will be responsible for recruiting non-state members through a competitive process, with the County Security Committee and County Assembly vetting and approving the appointments.

The non-state members will serve for a term of two years, with the possibility of one further term.

The functions of the County Policing Authority include developing proposals on priorities for police performance in the county, monitoring trends and patterns of crime in the county, and promoting cooperation between the police and the community.

The hope is that with the operationalisation of the County Policing Authority, there will be a more seamless cooperation between the national government, county government, and the citizens in ensuring security at the county level.

At the same time, the President said his administration will ensure police officers are well-trained and equipped to deal with emerging security concerns.

He added that his administration will deal with the cattle rustling menace as well as the banditry that has plagued parts of the rift valley.

“We shall no longer follow the tradition of putting cattle rustlers, bandits, and other criminals on notice instead, we will move resolutely and systematically to take measures to make our presence intent, and capability evident for all to see. The interests of Kenyans are not to be infringed without consequences,” he said.
