That kind of talk is house-keeping stuff that should be kept out of the public.
I am surprised that he has not been called out by politicians and other leaders.
From his remarks, one can infer that he doesn't believe that there is serious issues within the police force that he too may not have control over.

olice engaged in running battles with NASA supporters in the better part of Friday, right from JKIA to Nairobi CBD. The opposition supporters pushed their way despite the heavy machinery employed by police to disperse them.
The climax of it all happened near Uhuru Park when police cordoned off the area and fiercely battled the NASA supporters who tried to force their way into the park.
