What are the issues here? How come even a president from Baringo could not solve this?

in 1980s I think 1988 or so some bandits killed over 100 Tugens in Baringo and walked away like nothing happened. only a few people survived by escaping into the bus or those too old that the raiders thought they were dead. babies were found crying besides their mothers bodies. Moi was president then

The only way out is development.  Those areas are an extension of South Sudan, complete with the social dynamics and values.
