Whats the reasoning behind this nonsense??

I feel like we are in a ZOMBIE zone. NSSF has been there since 1960s. Courts are becoming impediment to progress.
If it is updating the law, then I understand.
Problem is Kenyans elect some of the stupidest (if there is such a word) people on earth and they may not see this as a big issue.
