Title: Judiciary-quorum Parliament-quorum COG-quorum IEBC-DICTATOR Chebukati

If all other government organs name it parliament judiciary commissions etc follow quorum and majority..how comes iebc is following one man rule.kenya is a democratic state whereby all decisions of state institutions must be through democratic quorum any other thing is null and void.

Chebukati MUST be prosecuted for violating the law

Wacha ufala. Chebukati was the Presidential RO. The role of Cher-error and others was ceremonial. Not needed.

The Returning Officer’s role is (usually) at the Constituency level. The Presiding Officers at the polling station are answerable to the Returning Officer.

Role Of Returning Officer In Kenya
The role of the Returning Officer in Kenya is as follows–

announces election results in a designated electoral unit;
signs the official results declaration forms;
forwards official results to the national tallying centre in the case where electronic transmission system is used;
forwards official result declaration form to the national tallying centre;
declares the winner in a given electoral unit;
signs and issues an official certificate to the winner;
is in charge of recruitment, training and deployment of election officials;
determines disputed votes.
Role Of Deputy Returning Officer
The role of the Deputy Returning Officer in Kenya is as follows–

is the official assistant to the Returning Officer
performs the duties assigned to them by the Returning Officer
carries out the duties of the Returning Officer in their absence.

Constitution is read together with elections acts and IEBC regulation. The decision on who is president is not made by Commission. It's kenyan decision. You cannot have commission voting on such matters.

The commission appointed Chebukati the presidential RO.

Chebukati has done the work of returning officer.

GENERAL ELECTION SCHEDULED TO BE HELD ON 9TH AUGUST, 2022
IN EXERCISE of the powers conferred by Articles 88 (4), 137,
138 (10) of the Constitution of Kenya, section 4 of the Independent
Electoral and Boundaries Commission Act, 2011, sections 38 and 39
(1D) of the Elections Act, 2011 and Regulations 83 (1) (i) and (2) of
the Elections (General) Regulations, 2012, the Independent Electoral
and Boundaries Commission appoints the Chairperson of the
Independent Electoral and Boundaries Commission named in the third
column of the Schedule as the Returning Officer for the Presidential
Election scheduled to be held on 9th August, 2022.
