But in meantime Ruto will be president elect.

As long as Ruto get speaker of both house - re-run will be even worse for them - because uhuru knows has diminished powers

How sure are you this account is Emmanuel Talam's?  It has a big number of followers (145,000) but there's no Twitter verification tick on it and parody accounts are rampant on Kenyan Twitter.
