Fingerprints fails
1st device electronic fails;
2nd replacement fails;
3rd replacement fails;
Finally manual registered checked...with lots of signatures and affidavits.
In Simple English - it wont be used :) but will be available
What wont happen is crossing of manual registers - so you know what to top up with.
