Get ebola OUT of country. If detect in exits, you're keeping it IN the country.

Correct, but also confine those who test positive and offer treatment. That way it stops spreading within the country. Getting it out in that manner means inflaming the whole world.

It can never work that way. Lets say that Obama wants to beat Putin, so he loads a Boeing with Ebola patients and flies it to Russia. Russia lets them in without checkup and the decimates Russians for invading Ukraine. A war has been won.  :D
