Found with 7000usd..how did he intend to transfer?

The son's learning instituition accepts cash for fees in these amounts?
The procedure should be followed and a commission set up to investigate this judge.

Yes JSC should immediately call for tribunal to be formed. Criminally he may not be found guilty but Judges should be beyond reproach.

Criminal - may not be guilty - unless they find the briber - but as judge he need to answer those questions to a very low standard of believability - and he already failed.
