Torture victim to receive Sh9.7m, finally

Updated Thursday, October 23rd 2014 at 12:27 GMT +3 Share this story: The Ombudsman has compelled the Interior ministry to release Sh9.7 million by way of compensation to a victim of police torture.
Commission on Administrative Justice chairman Otiende Amollo revealed yesterday that Lisa Catherine Wangari, who won the compensation following inhuman treatment by police officers in June 2001, will finally receive her payment.
Ms Wangari was stripped naked by police officers, flogged and sexually molested more than a decade ago.
She filed a case for compensation at the High Court in Embu where a decision was made in her favour on November 29, 2010.
However, despite serving the Interior ministry with the court order, no payment was made, prompting her to lodge a complaint with the commission.
“We understand that there might be some delays in Government institutions, but when the delays become unreasonable, we are forced to step in to find out who is not doing their work.Our role is to fight maladministration within the Government,” said Mr Amollo yesterday.

Ministry compelled
The Ombudsman decided to move to court to compel the ministryto pay Wangari after it failed to release the money as requested by Amollo’s office.
“When we sought explanations from the Ministry of Interior regarding the unreasonable delays, we received answers that we didn’t find to be satisfactory. So we moved to court to compel them to make the payment,” he said.

Residents accuse police of shooting herder, 16 BY WILBERFORCE NETYA Updated Friday, October 24th 2014 at 00:00 GMT +3 Share this story: Lodwar; Kenya: A 16-year-old boy was yesterday shot dead in Orwa along the Kapenguria-Lodwar highway, sparking protests from residents who pointed accusing fingers at police for the shooting. Residents said the boy was herding his family's livestock in Kambi Karaya, an area prone to bandit attacks, when he was allegedly shot by the officers. Some reports indicated that the boy had a gun and was accosted by officers from the Flying Squad who shot him. The incident sparked fury among residents who questioned why the officers did not arrest the boy instead. Former Sigor MP Christopher Lomada visited the scene of the shooting and condemned the incident, terming it harassment of the community by security agents. He accused the police of using excessive force against innocent people and called for a thorough probe into the incident.

These shoot to kill orders will one day revisit Kimaiyo with Vengeance. Of course he will deny he said any such thing.
Police boss David Kimaiyo has issued a shoot-to-kill order on armed bandits in pastoral regions.
Speaking when he toured cattle rustling-prone areas of Baringo County, Mr Kimaiyo said the government would conduct disarmament jointly with neighbouring countries to stem proliferation of illegal firearms through porous borders.
The police boss said that trade in illegal arms was to blame for insecurity in pastoral regions such as Baringo, Laikipia and Turkana counties.
“We will not sit and watch as a few criminal elements terrorise our people,” he said at Mukutani in Baringo South, where armed bandits killed four people on Saturday.
“Police will be justified to use reasonable force to safeguard the lives of many.”
Mr Kimaiyo, who was accompanied by County Commissioner Peter Okwanyo and County Police Commander Hassan Barua, urged herders with illegal guns to surrender them before the government rolls out the disarmament.
