He was headed for a private visit.
Ndindi Nyoro, Benjamin Tayari and others on his entourage were initially also stopped before the Speaker said members on a private visit need no clearance.

It actually less than one year. In 3 months Uhuru gov will be empty - as mass resignation and defection - will happen in dec. Jan-April will be serious politicking for Mp/govenor/Senate seats.
