What interest of US in the god forsaken Haiti. Did the French total give up on Haiti?

It's a weird relationship.  They have been meddling in Haiti practically since it became independent.  Remember Aristide was sent packing, in the middle of turning around Haiti's fortunes.  It's just one of those hard to understand policies, especially since the place is nominally democratic.
