What does that mean. Stayed proceedings or orders? If they suspend the proceedings; then what happens? Is  Uhuru then suppose to dissolve it?

Some Judges of the Court of Appeal are predictably dishonest and State gatekeepers. How does a Court hear an application for stay against the main respondent, LSK in its absence and issue stay of proceedings of a matter heard by the High Court and pending judgment? ^POLSK
