Does the stuff they propose require constitutional ammendment or just normal laws

BBIFraud primary aim was to make tribal chiefs out of elected leaders who are ineligible to hold the same office for another term i.e. Governors and Kamwana. In return of the newly created posts, these fellows who come with votes to justify the plum posts handed to them. Without those posts it is unlikely they will be motivated enough to campaign for the establishment. Unfortunately the PM and other posts require referendum.
