Law and order is simplistic look at Haiti. This is political. The gangs were armed by the govt and specifically Henry and his boss who he probably had taken out.
Henry just want to extend his illegal stay in power using international police. Clearly local police and military aren't on his side.

Haiti has gone from bad to worse. There is no law and order. The gangs have taken up Porto-au-Prince.
