Statistics can be made to say anything. EACC of all people cannot say corruption has gone down. They should know better. Fewer people reporting corruption could easily be an indicator of immunity. People have become so used to bribery and corruption that they no longer bother to report. When people say things like we should reward someone for stealing 10% because it is better than stealing 90%, it indicates that corruption is the new normal.
