No evidence that Ruto is involved in the scam. Echesa should have first gone back to school after being fired as CS.

This scandal just made all my village people turn against ruto. They were very pro him but they are now convince he is very corrupt and beyond redemption

DOD is the likely most corrupt department in GOK.  This news is just a tip of the iceberg.  Not even comparable to some of the other scams by the Waigurus and hairdressers.
