You are right. However in kikuyu where I am from gays were not harrased nor were other sexualities such bisexual and asexual people. The church is not officially liberal on that behavior.  But in practice it is.  On just a hunch, I feel like churches that do not require celibacy for priesthood tend to have fewer of these issues.  Because they attract sexually normal men, their issues tend to be more along the lines of adultery by pastors.  Sinful, but legal and consensual affairs with no victims except perhaps spouses.
