Whats the policy on discharge of a deadly weapon in Kenya?

In Florida, the standard is that if you feel paranoid, shoot and its perfectly legal. Claim "stand your ground".
Is Kenya the same?
This man was going to die just because he had a seizure and lost control of his vehicle.
People discharge their weapons aimlessly even when there is no danger.
A vehicle can backfire and the first thing people do is shoot - including police.
Its worse than Texas!!!
