5.2b is $52m . But how'd IEBC leave alone control or set limits know how much a candidate is spending? Most of campaign money isn't channelled through political parties account.

Yes IEBC can't monitor how the money is being spent.
Have they ever given figures from last elections?

Unenforcable in Kenya.  In any case, most of that money goes into the candidate's pockets.  Ask yourself how Raila has become super rich over the last few decades.

The figures look random but this is a positive step for our democracy. In time effective mechanisms will be found.  Pole pole ndio mwendo. Part of the reason for monitoring and auditing political finances is to ensure integrity in government. Later on we can have clauses about conflict of interest in procurement, policies, court cases, etc.

Yes it seems currently the candidates and party officials pocket the excess cash. I recall some hearsay that Ruto pocketed a good part of the Sh6B donations for the No campaign 2010.
