The PS could not even quote the cost of construction of the stadium.

A PPP arrangement with China Road & bridge Construction company and the Defence Ministry. :o
How will this project finance itself? Kenya's football league is a joke. Maybe inviting Benny Hinn every weekend for a crusade would help.

Right there is a straight-up con-job!

Stupid fellow does not even know what a PPP means.... What recurrent revenue is gonna be generated at this stadia for China Road and Bridge Construction (CRBC) to recover its investment?? PPP's are designed around "commercially viable" public infrastructure in which the private entity makes its returns from the revenue collected (e.g. toll fees) over an amortized period (say 25 - 30yrs concession).

Our equally clueless MPs can't even ask the right questions to be given the answers that they need to clarify what this thing really is??

What I believe it is is that this is a project funded by CRBC at an inflated price tag upon a sovereign guarantee in which they will be paid over  several years; that is not a PPP arrangement but rather a commercial contract with installment payments to the contractor. Mark you this contractor has not even been sourced competitively but rather single-sourced and the military thrown in as a partner and passed off as a "security" project to shield scrutiny around the contract terms.

Only in Kenya does a PS go to a parliamentry committee armed with only hearsay. The PS had no documents to prove of his words. How can MPs tolerate this?

The project is a scam. In the end Kenya will end up paying an arm and a leg for a stadium that will only be used fully once in a year.
