Alot of institutions in kenya need serious reforms. We are a broken people living in a broken system mostly headed by incompetent people. If Ruto is serious about fixing this country he has to start from bottom up. Break national police force into small manageable units either by counties or divisions. Then have a lean national police force for oversight and reinforcement headed by a professional. I would recommend a foreigner head to get us on right track.
