Huh? The gold was headed to the Dominican republic from the congo? isn't this the 2nd time this has happened? politicians in kenya stealing people's gold?

So that it can be stolen. Not the first time gold from DRC has disappeared while on transit. In 2011 even Kabila had to travel to Kenya on short notice to meet Kibaki after 2.5 tonnes of gold was nyakuad while on transit at JKIA.
