Prices change daily, weekly monthly.
Airlines lost billions some time back when oil was on a see saw. Thye bought at almost twice market rate. Then oil dropped.
But Ruto has his middle men who stand to cash in
Why not let companies Total, Mobil, buy and sell?

Spot market price for future delivery? I don't believe Kenya has the storage capacity for 6months worth of fuel.
