ABSOLUTELY.
I read that you can not take pics of anyone from a scene of terror attack. 5mill fine or 2yrs in jail. What will Uhuru accomplish by this? Even China that vigorously protects its image doesnt go this far.

Arguably one of the most foolish piece of law ever made by our parliament. Now you have to register hotel clients and hand them to police. What are we ? a police state? Police need to show probable cause before they are allowed to intrude into our privacy.

They are attempting to shift the burden of security from security agencies we have employed to me and you.

Then they have to put you on their payroll and pay a competent wage.
What does registering a hotel client have to do with a street robbery?
Here are the most recent major failures because they did not follow the law:
Laptops tender
Police hirings

Imagine the fine you'll pay in kapsengere bar and lodging if you do not register and every monday submit list of your guests to OCS.And if you have mpango wa kando...the police will know...you were sleeping with who. Terrorist will find a loophole by simply staying with friends. So next like rwanda..you''l be required to register with chief..any visitor and the reason for the visit.

Then how exactly will you stop social media sharing graphic images.

We have made laws but this without doubt was drafted by folks whose combined IQ was less than 70. You can tell Sonko and Kuria were maybe the main architekt.

This ought to be declared uncostitutional asap.

Then they have to put you on their payroll and pay a competent wage.

The police force charged with enforcing these laws.  They wont stop being corrupt because they have new laws.  They will merely see more cover and legitimacy for harassment and corruption.

These laws have nothing to do with addressing insecurity.  Everything to do with clamping down on dissent.

More money in the pockets of the police.  Hotel owners would  rather bribe the police to look the other way than make these reports available. Its an extra piece of work which actually undermines their business or takes valuable time from their business of which they are not being paid for. Its not going to work.

How does one get to know that a law is "unconstitutional" or "draconian" if one hasn't read the law itself? Or are we going to the days of since Raila has read it, i don't need to read it?

I can see that all the contributors on this thread have been quick to condemn the law, but none has bothered to provide the link.

Here's the link. The document is 90 pages long.

Here are the Justifications for the draconian bill. Not sure if anybody cares to read the justification for the laws.

Don't be silly. We have the full proposed amendments and have thoroughly analyzed and debated them here and elsewhere and arrived at the said conclusion. Jubilee proposed to pass each and every proposal as it were. At some point however the Jubilee propaganda machinery LIED that they would drop some of the proposals. It is that and the fact that there was so much turmoil in parliament to follow the proceedings and know what had actually been passed that is the reason for the quest to know what was passed.

Where is the evidence that YOU read the proposals and found that they are NOT draconian? We don't do Raila here as the bogey man. You can manage that quite well at choo.com

I don't get your point`. The fact that they are restoring powers of arrest which were taken away because of past abuses by the same agency is supposed to be some "justification"? Propaganda is propaganda even when published by a partisan parliament.

Either you aren't very bright, or you simply  can't read.  Those are not justifications of either the original bill or the bill was passed.

If you can read and do read the top of the document you have linked to, you will find this:

"amendments to the Security Laws (Amendment) Bill, 2014"

In other words---and this is evident from what is at the link---the "justifications" deal with only proposals to alter the original proposed bill.    The proposed deletions and their justifications, even if they did take place, do not deal with what remains of the original bill.

As long as you insist on asking people to provide links and read, it behoves you to provide a link to the bill that was finally passed and any "justifications" of what is in that bill.  (In particular, we'd like to see the "justifications" for the parts that are obviously  unconstitutional.)  That, of course, will require that you actually read that bill.
