Who says this is not being done by Ukrainian forces .If they shot down Malaysian airlines to get worlds sympathy and it was effective as EU only imposed Russian sanctions after Malaysian airline incident .
If you note Ukrainians have been campaigning against a no fly zone . One of the way to be heard is bomb residential buildings and thats what they are doing.
