Both are wrong. Muturi is in my opinion right. The separation of power only means one thing: Ministers cannot VOTE in parliament. They should be free to enter seat, answer questions and even partake of the free alcohol and mountains of Ugali these bastards eat at our expense.

They cannot debate on the floor of the house as would an MP. However when the vote is called, they shall not participate. They can remain in the house but would not vote and if they do it is worth zero.

The day a minister appeared there to read the budget is the day the government allowed ministers to enter and address parliament. It happens in many countries with similar strict separation of powers. Raila can go kiss Uhuru somewhere else. Upuzi
