Is bibilical "Noah flood" cyclric?

Imagining a scenario that Noah flood repeat every 25k or 30k years or so, just like weather and climate. Then perhaps there's some tribes who have cracked the escape mechanism. They archive all tech and know-how and emerge unscathed ready to build from clean slate.

I saw some note about human dna "degradation" and that the current human species are 4/5th generation.
