The National Assembly’s Committee on Agriculture has demanded the suspension of the Sh14 billion project to set up a model farm on the Galana-Kulalu farm until it is satisfied the procurement was done correctly.

Members of the committee said they had reached the decision after preliminary investigations established that the firm awarded the contract and the consultant who studied the project are owned by the same firm.

“We have suspended this contract with immediate effect until we’re satisfied that due diligence was followed,” said committee chairman Adan Mohammed Nooru at a press conference at Parliament.

The committee’s decision could delay the implementation of the project by the government to establish the 10,000-acre farm, which would test the irrigation model for the rest of the million-acre Galana and Kulalu ranches.

The contract was awarded to Green Arava, an Israeli firm that is reported to be the parent company of Agri-Green Consultants, the experts who undertook the study at a cost Sh920 million.

Mr Nooru said the committee would need proof from the Agriculture ministry that the contract was properly procured.

“There was no contract advertised, no due diligence… It was not even single sourcing,” he said, with members of the committee flanking him.

The project was allocated Sh3.5 billion, but the committee is concerned that the the contract was awarded and signed on the basis that the Israeli government would provide the rest of the money, Sh11 billion, but there was no evidence of an agreement between the Kenyan and Israeli governments.

Opiyo Wandayi (Ugunja, ODM) said it was “quite clear that the matter is a scandal of monumental proportions”.

“The gist of the matter is that this award has been done in a very obscure manner. We have used our oversight authority to nullify this contract,” said Mr Wandayi.

Mr Nooru said the responsibility would stop with Cabinet Secretary for Agriculture Felix Koskei, with the National Irrigation Board being the technical arm of the ministry in that respect.

“We have asked the technical team to give us the contract documents and summoned the CS to explain,” he added.

well we can say Jubilee government is in limp mode less than 2 yrs in power. Scares one to think that this government will be in power
for 10yrs. 10 more years of tribalism, corruption and ineptitude.

The biggest scandal is when TNA openly opposes devolution based referendum while they are negotiating kichinichini thro the central govt to divert foreign loans into their counties using wanjiku as guarantor...It stinks to high heaven how kenyans get hoodwinked into this mess of hoping for a fair jubilee govt to all kenyans.. :(

Chinese Firm Avic- ENGÂ is interested in putting up housing units within Nyeri County at a cost of Sh4.5 billion while WU YI Company Limited signed an agreement to put up bus parks, bridges and roads estimated to be worth Sh5.1 billion. Nyeri Executive for Planning, Housing, Roads and Infrastructure, John Maina confirmed that the two firms signed MOUs with the county government during a visit to China by the executive last month. Maina said that Nyeri County was the first county to secure a deal with the firms for real estate projects in the country. "The Nyeri government will offer the land for the investment and secure sovereign guarantee from the national government, while the firms will invest the funds and technical expertise in the projects," Maina said.

You raise important point of guarantees..which fat cats have abused..borrowing loans they never intended to repay..leaving tax payers footing the bill...last we had was National Bank(20B worth of guarantees) and Uchumi (debentures).

So that when they default as they plan to, they will keep the loot but make the rest of us pay for it. Since they will go ahead with it anyways, the option is to have other Counties do exactly the same and then make noise if the National Government refuses to provide guarantees.

The plan by the Geothermal Development Company to add 105MW of steam power to the national grid by December this year will be deferred by a year due to delays in the tendering process.

The Menengai steam power generation project was to begin in December this year after GDC picked three independent power producers, but take-off has been put on hold till November 2015.

The state agency blamed the delay on prolonged negotiations between Kenya Power and Independent Power Producers.

“The delay has been occasioned by the lengthy period it has taken before signing of power purchase agreements,” GDC chairman Faisal Abbas said on Monday in a statement.

In May, the geothermal company picked three firms: Quantum Power, OrPower 4 and Sosian Energy to generate 107 MW under a model where GDC supplied steam while investors were to build power plants.

The delay has also been attributed to the slow pace at which GDC is drilling the steam wells and an apparent inadequate steam in the Menengai region.

The development applies brakes on Jubilee government’s ambitious plans to reduce the cost of electricity in the country by shifting from thermal sources.
