On this deal was the price of oil set at signing date price or delivery price? If its the former kenya is going to lose serious $ as the price of crude oil decreases.

Prices change daily, weekly monthly.
Airlines lost billions some time back when oil was on a see saw. Thye bought at almost twice market rate. Then oil dropped.
But Ruto has his middle men who stand to cash in
Why not let companies Total, Mobil, buy and sell?

I dont think it's future contract?

Spot market price for future delivery? I don't believe Kenya has the storage capacity for 6months worth of fuel.
