Once a national disaster is declared around 10% of all public monies has to be set aside from every budget or expenditure item.
Thro in donors billions. Private sector will try manage their contributions.
This is quite a retirement plan. Why care about sijui a legacy?

No. This was about 15yrs ago....when were trying to help Kenya gov develop contingency fund to deal with regular droughts - my part was to develop a software that would collate early warning data - to trigger such a fund to be release - idealistic mumbo jumbo then.
