Title: Matiang'i to Manage 300 National Disaster Slush Fund

Once a national disaster is declared around 10% of all public monies has to be set aside from every budget or expenditure item.

Thro in donors billions. Private sector will try manage their contributions.

This is quite a retirement plan. Why care about sijui a legacy?

Yes the contingency fund. I was part of the initial team on setting up such fund.

No. This was about 15yrs ago....when were trying to help Kenya gov develop contingency fund to deal with regular droughts - my part was to develop a software that would collate early warning data - to trigger such a fund to be release - idealistic mumbo jumbo then.

he critical failure in Kenya’s system of drought management is
its slow response. A national drought contingency fund should
be established to ensure timely, appropriate, and adequate
intervention aimed at mitigating the impact of drought-related
crises. Recurrent drought may be an inevitable fact of life in
Kenya, but the human suffering it causes is not.
