They are sending confused signals...possibly this was bait for NASA to see their reactions.

I do not see how.  NASA is NOT interested in the composition of Ouru's  illegitimate government.  Raila will be sworn in and NASA will have its own cabinet. The composition of Ouru's cabinet is only an interest to jubiliots.
