He has been caught doping twice. Experts insisted he be banned for life or longer and only be allowed to compete after the effects of the doping are totally reversed.

He does have a bad reputation.  How about that new kid Christian Coleman?  In one fell swoop it looks like dominance of the sprints is going back to the US.
