You need to do a variance btw 1992/1997/2002/2005 and 2007 -then you will see the outliers.
There are regions that historical have high voter turn out...also low voter turnout.
But when you have Mandera popping 90 percent voter turnout like 2013 - then kimeibwa.
And that after elders of Mandera had long decided all candidates.
If NASA had focussed on Mandera - in 2013 - they would have annualed election coz Uhuru had razor thin margin over 50 percent.

In most places the announced totals were off by hundreds or thousands from what journalists, party agents and foreign observers had witnessed at polling places.

What was rigged - was obvious - observers, agents, the media - in those constituencies filled different results.
The dead give away was the hoarding or holding of mt kenya constituencies until ODM zones had come in

ODM also started announcing results through media friendly stations like KTN when they had not been verified . One reason in 2013 and 2017  Media houses were asked only to rely on results from IEBC was because of this reason .
Part   of ODMs strategy was to send in rigged in results from their stronghold and then claim they had won so that PNU plays catch up game and concedes early . PNU patience helped them in 2007 unlike Uhurus 2002 he conceded even when results had not been counted or announced .

Like it or Not Raila heavily stole 2007 votes .

ODM rigged the usual - where local people say in a primary school - collude to inflate votes - that is local ODM officials or villagers just rigging. This is Okay. That kind of rigging is hard to stop.

It not Orange House rigging. It's NOT Raila making a phone call to Awendo Primary School to be rigged - it's Awendo villagers deciding to give Raila all the votes - by colluding with junior IEBC staff and agents.

How can you therefore blame Raila for such stronghold rigging - it's like blaming Ruto for kalenjin warriors deciding to kill their political rivals. It was not Raila fault if Luo Nyanza decided to rig at granular level. It's not Ruto fault if kalenjin decide to go on killing rampage.
