I do not believe Raila would have got rid of an army of loyal servants eager to please the boss and die for him even as they use the boss name to enrich themselves. The idea of having chiefs with a new name and title is laughable. The current powers of the DC must be shared with elected representatives through the County executive. This will mitigate populist tendencies by governors.
