I think it is too late. The downfall will come swiftly and hard. His ego and lack of wisdom is his downfall. Politicians have their own constituents and nobody is going to agree to a severe cut. They are the only ones who can do it, and courts will definitely agree with politicians.
Also, the final result will be a significant increase in billionaire tax. The 20 trillion dollars was given to these people. Politicians will demand it back.
